Zero increase budgeting

Throughout my terms on the City Council I have noticed that cities and public agencies pay very high prices for services and often get little value for the taxpayer's dollar. I observed in 2008 the City's expenditures had increased annually since 1998. In fact expenditures doubled over that period, without twice the services for residents. I began my term on the budget committee in 2008 with the intention to maintain services and stop the spending increases. Since 2008 until the present the City's expenditures have not increased by one dollar. I am unaware of any other public entity that has accomplished this feat. During this period the City has maintained or improved services for residents, improved accounting and computer systems at City Hall, and moved through the state recession. In addition we are one of only two cities in the State of California who completely funded health care liabilities for past and current employees. All this was accomplished with zero increase in our budget.

My goals for future budgets are to maintain expenditures similar to what we spend today, and if new or increased services are required, to ensure we get value for our dollars similar to what I would insist upon in my private life.
