Environmental expenditures that actually clean the environment

The City of Rolling Hills incurs annual expenditures on consultants for "Storm Water Management". These costs increase yearly and are required for storm water management of Santa Monica Bay and Machado Lake (Harbor Park). State mandated agencies attempt to limit pollution from storm drains into the Bay and Lake. I agree completely with these objectives, however Rolling Hills has no storm drains that empty into either the ocean or the lake. Therefor our money goes to consultants who attend mandatory meetings, fill out paperwork for state agencies, and make quarterly reports to the City without actually cleaning anything....ever.

In fiscal year 2015-2016 we will spend between $125,000 and $165,000 and will not clean one drop of water. In fact with all the money we have spent over all the years I have been on City Council we have not cleaned one drop of water, or one cubic yard of air.

This experience is not unique to Rolling Hills, as every City in the county has the same mandates, and our sister cities on the Hill use the same consultants and have the same outcomes. Let us spend our money wisely and in a fashion that benefits us all, not just keep consultants in business, and maintain jobs for bureaucrats. I am confident we can improve the environment with value sensitive expenditures, with costs similar to what we are spending now, yet making the world a better place.
