The grandson of Italian immigrants, Mark bears a family name his grandfather changed three times just to get work to support his family. Nearly one hundred years ago when Gieuseppe Schiappa settled his family in western Allegheny County, the men who got a job on any given day were often the ones with last names the foremen could pronounce.

Hard, honest work is part of the Scappe family legacy. Mark's father, the late Edward (Gigi) Scappe, spent 50 years at the J & L and Shenango steel mills in Aliquippa and Neville Island. Rose (Barbaro) Scappe, Mark's 82 year-old, life-long working mother has 45 years on the job as a Borough of Coraopolis school crossing guard and served as the elected constable for her community.

In addition to the value of hard work, the Scappes also understood the value of a good education. Edward and Rose made sure their children, Mark and daughter Joanne took full advantage of the public schools in their hometown of Coraopolis. Mark found his high school educational footing in technical learning. His senior year, in addition to being team captain and point guard on the first Cornell High basketball team to win a WPIAL championship, Mark won the Industrial Arts Award and set out on a path of higher education for electrical engineering.

Mark's first degree came from the Electronic Institute in Pittsburgh followed by Bachelor of Science Degree in Electrical Engineering from Point Park University. His education and training led to a job as an associate union member with IBEW Local 5, working as an electrical inspector for Sargent Electric at the Shippingport nuclear plant. After getting another nine years of work under his belt with engineering consultants BTI, Mark launched his own engineering consulting partnership, RBS Consultants. For the past 15 years RBS Consultants have provided engineering services to a wide variety of clients, with focus on transportation engineering and general aviation airports.

The father of two sons, Mark was fully engaged in the educational system including coaching high school basketball for ten years; eight years at Cornell High School and two years at Ambridge Area High School. Ten years after leading his team to its first WPIAL championship as point guard, Mark helped Cornell High add its second WPIAL title as head coach.

Leadership in public service didn't stop on the basketball court. In 1999 Mark was elected to the Moon Area School Board, his first of three terms, serving six of his twelve years as Board president. During his tenure he successfully led negotiations for six labor contracts and helped shepherd the construction of a new $76 million high school, a $37 million middle school conversion and a $2 million overhaul of athletic facilities.

As a member of the Moon Transportation Authority, Mark had a role in the construction of the International Drive, Thorn Run and Ewing Mill interchanges while leading efforts for the extension of the Cherrington Parkway, highway construction projects totaling more than $140 million.

An active member of St. Margret Mary Parish, Mark and Cindy Rebeck live in Moon where they enjoy family time with Mark's sons Vincent, a 2012 Education graduate from Slippery Rock University and Anthony, a Computer Science and Business Administration student at Washington and Jefferson College.
