Fiscal Responsibility

The San Mateo County Harbor District is one of the most fiscally responsible public agencies in the Bay Area. We have a substantial reserve, tied to clear and responsible plans for improvements and maintenance into the future. A long-term loan from the Department of Boating and Waterways has been paid down from $19 million to $9 million as part of a strong business plan and is on schedule for payoff ahead of the 2019 deadline. I will work to make sure the Harbor District meets all of its financial commitments, at the same time maintaining and improving its services and facilities. As a member of the District's audit committee, we recently made a change that will result in receiving more services for less money over the next several years.

The Harbor District has a budget of over $12.5 million in expenditures this year, including some significant capital improvement projects. The District is funded by your property taxes, fees from boaters and concessionaires and grant funds from various sources. This money is used to maintain and improve the commercial and recreational facilities and to provide search and rescue services.

As an "enterprise district," charged with the responsibility of becoming self-supporting, I will continue to look for new sources of revenue. We recently approved a new party boat operation out of Oyster Point Marina that will be a completely new source of income with no increased costs to the District. The new ferry service, along with the Americas Cup, will also provide new sources of revenue and encourage the development of Oyster Point for greater public use.

I will continue the Harbor District's strong tradition of fiscal responsibility and accountability to the public.
