Gary Capolino's priorities for the Moreno Valley City Council

  • Attract the private sector jobs we need to get residents back to work.

The Recession has devastated Moreno Valley's economy. Over 13,000 residents are out of work. This is unacceptable. We cannot afford to wait for the state or the national economy to rebound.

The City Council must work hard to attract businesses to our city that will create the private sector jobs residents need. Needless red tape and inconsistent developer practices discourage business and investment that costs us jobs. This must be eliminated.

Moreno Valley is on the verge of great opportunity. Certain elements of both timing and strategic location offer significant benefits to both the residents and economy of Moreno Valley. Thus, the City Council must have a better grasp of both the business and economic impacts to manage these opportunities for the greater benefit. Opportunities like these don't present themselves on a regular basis, but if handled properly, they keep on coming.

  • Ensure our Fire and Police Departments can keep our neighborhoods and families safe.

The most important job of the city is to keep the people it serves safe. To fulfill this duty Moreno Valley must have Fire and Police Departments that have the most qualified Firefighters and Police Officers.

We must also give our Firefighters and Police Officers the tools and the resources they need to keep residents safe from crime and violence through preventative policing, with a practical application of law that both assists and protects residents.

  • Help children by supporting education, after-school programs, and youth sports.

The Moreno Valley Unified School District is failing too many children and families in our city. Therefore the City Council must step up and support our youth. We need to ensure that we help our children get the skills they need with after-school tutoring programs and have plenty of recreational opportunities available through youth sports.

The City must work with our schools to more actively promote college as a post-high school option so our residents are better qualified to hold the higher level jobs a growing economy will provide.

  • End budget deficits and protect taxpayers by cutting wasteful spending.

The City Council has only been balancing its budget by borrowing money from the emergency reserves. This is an unwise practice that harms taxpayers and puts vital services at risk when the money runs out. Moreno Valley should not risk becoming the next San Bernardino.

Gary Capolino is the only accountant running for the City Council. He will use his knowledge and experience to better understand the budget to cut wasteful spending that does not benefit the residents of Moreno Valley.

  • Reform city politics by putting term limits on the City Council and establishing a citywide mayor.

Being elected to the City Council should not be a lifetime job or a way for politicians to cash in. That's why Gary Capolino supports placing Term Limits on the Moreno Valley City Council. No one should serve more than two terms on the City Council.

Additionally, with Moreno Valley being Riverside County's 2nd largest city, Gary supports having a citywide elected mayor who represents all residents. Direct accountability will give the mayor the authority to eliminate and improve processes and over time should offset any costs associated with this new position.
