Jeff was appointed to the MWDOC Board of Directors in August 2009 and subsequently elected by the voters to a two-year term in 2010. Jeff represents MWDOC Division Six, which is comprised of Rancho Santa Margarita, Mission Viejo, Coto De Caza, Foothill Ranch, portions of Lake Forest, Irvine and Tustin, and unincorporated areas of Orange County. Jeff is a former member of the Tustin City Council and a three-time mayor. He also served for 12 years as director of the Tustin Water Agency. During his tenure, the agency financed and constructed the 17th Street Desalter and rebuilt four reservoirs that serve more than 50,000 residents in Tustin, North Tustin, and Santa Ana.

Jeff's financial expertise has led to several key appointments, including being appointed by the Orange County Supervisors to Chairman of the Orange County Oversight Committee and by Orange County Treasurer John Moorlach as Chairman of the Treasurer's Advisory Committee. These committees have largely been credited with restructuring and rebuilding the Orange County Investment Pool after the County bankruptcy in 1994. Additionally, he was appointed by State Treasurer Matt Fong to the Technical Advisory Committee for the California Debt and Investment Advisory Commission, and by Governor Pete Wilson to the California Housing Partnership Corporation.

Jeff holds a Juris Doctorate from Western State University, College of Law, and a B.A. in Political Science from California State University, Fullerton. Jeff works as Vice President of the Western Region for HGK Asset Management. He lives in Tustin with his wife Lisa and their two children
