Dear Friends,

As you know, I'm running for Placentia City Treasurer and I`m asking for your vote and support in the upcoming election this November.

My dedication to public service has never been predicated on position or title but on need in the community. At this time our city needs a Treasurer's that's a true collaborative team player who understands both private and public finance. And that's why I have been asked to run for this office.

During my term as Councilmember and Mayor our city faced some of the most difficult financial times in our history. We were faced with debt of over $30 million from the Cal Trans audit alone and yet in as little as four short years we are now close to being in the black. This was no small task by anyone's assessment. However, as a result of many of the actions at the state level, and our current recession, the last budget review session revealed we are in a precarious financial position with only a small reserve and facing a deficit budget by mid-year. This is why it's important to have someone like me in the Treasurer's position that truly understands the city's budget and allocation process from top to bottom!

In making your choice for Treasurer you may want to recall some of my other accomplishments during my time on Council. These further set me apart from my competition.

Hired new forward thinking City Administrator Finished the Quiet Zone Secured Funding for Metrolink Station through OCTA Prioritized essential City services within budget constraints Completed Bradford Avenue Pedestrian Over-crossing Signed agreement with OCTA to complete major grade separations Negotiated favorable settlement with waste-hauler Republic Services which brought over $2.5 million to the City's general fund As your Treasurer here are some of the key issues I will continue to work on:

Continue the implementation of our Fiscal Recovery Plan Monitor all city cash and investments in order to provide the greatest return Encourage new business development throughout our City Insist on conservative and responsible use of the taxpayers' money Ask the tough questions to staff and Council and encourage a team environment Throughout all of Placentia, I've encouraged City staff to plan an increased emphasis on bringing new retail businesses to Placentia wherever possible to serve our residents and help generate the tax revenues that pay for public services and I will continue that encouragement.

In closing, I want to say that your involvement and support are critical if I'm to win as Treasurer this November. Not only is your "Vote for Sowards" important, I need your endorsement, a spot on your lawn for my campaign sign, and any financial assistance you can offer my campaign. Any assistance you can provide is greatly appreciated.
