Larry McKenney is a proven leader, able to foster collaboration, control spending, ensure delivery of excellent services, and treat employees fairly. He knows how an effective organization ought to be run, and how valuable a strong elected leader can be for a community and for an organization.

Larry graduated from the U.S. Naval Academy with a degree in history and accepted a commission in the U.S. Marine Corps. He later earned a law degree from the University of Texas School of Law. He served 22 years in the Marine Corps, including 13 years on active duty and 9 years in the Reserves. Larry first served in the artillery and later as a lawyer, assigned as a judge advocate in various roles, including serving as a criminal prosecutor and as environmental counsel for the Marine Corps Western Area Counsel Office.

Larry is a member of the California State Bar and the State Bar of Texas. Leaving active military service, Larry joined a law firm specializing in water and environmental matters. He later returned to Camp Pendleton as a civilian to head its Office of Water Resources, where he coordinated all of the water-related functions of the Base staff. This included water rights, water quality, potable and wastewater system operations, flood management, and aquatic resource protection.

Larry was previously Vice President for Watershed Management at RBF Consulting in Irvine, California, an engineering, planning and survey company, where he advised clients on the watershed approach to managing water supply, water quality, flood management, and natural and human habitat.

Larry also served previously as the director of the Watershed and Coastal Resources Division of Orange County, California, where he was responsible for the county's implementation of water quality programs, including the county's stormwater program, water quality science, and watershed management.

He is currently Executive Counsel for the Santa Ana Watershed Project Authority, a regional water planning agency serving the Santa Ana River watershed, where he serves as legal counsel and works on watershed management and regional planning, education, and advocacy related to water issues.
