Larry is fiscally conservative and believes in the virtue of small government, serving close to the people at the local level. Large regional issues should be addressed by collaboration between local agencies where possible, rather than by creating more layers of government further removed from the people.

Government agencies have an important responsibility in the management of shared public resources that are essential to life and our economy. Water is foremost among these resources.

Public agencies must operate transparently, with their daily business, budgets, decision-making, and employee compensation all visible to the public.

Rates should be kept as low as possible while covering the necessary costs of operating and maintaining our water and wastewater systems in a responsible way. We should not expect or rely on State or federal funding to ensure that our local water systems work.
