CARL HILLIARD

Navy officer. City mayor. Business owner. Consumer advocate. Family man. And more.

Some people have a little bit of many things under their belts. In Carl Hilliard's case, it's more like a lot of experience in a lot of fields. And that experience has improved the lives of people throughout our region and elsewhere making lives better, easier and safer.

A two-term mayor who helped turn around the community

In 2004, when Carl was elected to the Del Mar City Council, winning a seat by 72 percent of the vote, the city was under a black cloud of falling revenues with no solution in sight. Today it's a very different story:

  • Del Mar has a balanced budget, plus surplus reserves.

  • The city's pension obligations are fully paid.

  • Del Mar City Employees are contributing the maximum pension benefits permitted by law.

  • Del Mar's Standard & Poors' AAA bond rating is among the best in San Diego County.

  • The region has a 5-acre open space for families to enjoy in Del Mar, which was acquired for $8.5 million in cash.

The City is building improvement projects benefitting the region with millions of dollars paid for with grants and in cash.

America's free 911-call champion

If you ever need to make a 911-call on a cell phone anywhere in this country, you have Carl Hilliard to thank for that call going through free of charge.

As a consumer advocate, Carl successfully argued that all cell phone companies, without exception, should be required to process 911-calls for free thereby improving public safety. Carl also pursued consumer-protection efforts against wireless carriers for unfair and confusing contracts and secured a $1 billion settlement for consumers and an agreement from Verizon to reform its unfair business practices.

Positive working relationships throughout the region

Carl serves on numerous regional boards and committees +and with service organizations-- and has developed important contacts in the Third District and around San Diego County.

  • A member of the San Diego Association of Governments (SANDAG), San Diego County's regional planning agency.

  • Vice chairman of the SANDAG Planning Committee

  • Vice chairman of the League of California Cities, San Diego Division, Legislative Committee

  • A completed term as chairman and commissioner on San Diego LAFCO (Local Agency Formation Commission)

  • A member of the North County Transit District board of directors

  • Rotary Club 33 of San Diego(a member for more than 35 years)

Professor and teacher

Carl taught at California Western School of Law, the University of California and at George Mason School of Law, where he worked with students on consumer advocacy and business.

Military service

Carl served as a commissioned officer in the United States Navy and was discharged with the rank of Lieutenant.

Personal

Carl and Sharon Hilliard have been married for 34 years. They have 3 children, 7 grandchildren and Andy, the Scottish terrier. They live in Del Mar
