About Mary

Since 1998 as Assistant Treasurer-Tax Collector, Mary has administered and supervised staff in the tax collection, revenue, systems and treasury divisions of the Monterey County Treasurer-Tax Collector's Department. These divisions engage in property and transient occupancy tax collections, court and county related debt collections, system support, fiscal management and the investment of public funds. She also serves as the department head in the absence of the Treasurer.

Mary believes Monterey County deserves a strong, responsible and experienced professional for Treasurer-Tax Collector. She currently performs many of the key duties of the office and is the best candidate versed in all aspects of the job.

The daughter of European farming immigrants, Mary has made Salinas her home for most of her life. She resides with her two teenage sons, Nathan and David, and a number of treasured family pets.

Mary has Extensive Knowledge and Abilities

For the past 23 years Mary has acquired extensive knowledge and expertise in each division of the Treasurer-Tax Collector's Department. She obtained her knowledge in these areas by directly working within and continues to work with each division. Mary has a thorough understanding of Federal & California Laws, County Ordinances, and other Polices that directly relate to tax collection, debt recovery and investment practices. This knowledge has been gained from years of study and daily interactions with all facets of the organization.

Mary is Fiscally Responsible

She is responsible for developing, preparing and administering the Treasurers' annual $6.3 million budget. By assessing critical needs and setting priorities she develops budgets and reduction plans consistent with county policies that meet required appropriation reductions and maximize revenues. In addition, she consistently operates within her budgetary limits.

Mary takes her Fiduciary Responsibility Seriously

Mary oversees the county's $1 billion dollar investment portfolio on behalf of the 27 school districts, 126 special districts and taxpayers of Monterey County. During these tumultuous economic times it is extremely important to have a professional who understands and practices prudent investing strategies based primarily on the safety and liquidity of investments while maximizing yield when possible. Mary currently oversees the County's portfolio and investment activities and works with the Treasurer and staff to develop short and long-term investment strategies.

Mary is Technically Innovative

Working strategically with the County's Bank and other technology partners she instituted the electronic submission of countywide banking deposits. As a result, the county has enjoyed significant resource savings and has reduced the amount of deposit float time. In addition, Monterey County was one of the first counties in California to engage in this process and has served as a model for other public agencies.

Mary is a proven Leader

For over 30 years Mary has risen to a leadership capacity in her endeavors. Whether in a professional, service related or volunteer activity Mary brings her ability to influence people, direct organizations and accomplish objectives. As Revenue Manager, Mary reorganized a departmental division and worked to blend staff and practices to meet new expectations. She successfully redirected the activities of the division and coordinated major software upgrades. This division continues to exceed collection expectations based in part on Mary's continued leadership commitment.
