Carl Miller spent over thirty years with the Pacific Grove Police Department rising through the ranks to become the Chief of Police. He retired in 2006. He oversaw a $5 million budget, which was similar to the airport's budget. He ran for Airport Director and was elected in November 2006. In 2009 he was elected Chairman of the Airport Board.

Chief Miller has expertise in security and safety issues and traffic program management. He has a BA degree from the Golden Gate University in Police Management and is a graduate of the FBI National Academy and the California Police Command College. Carl has lived on the Monterey Peninsula for over 40 years and lives in Monterey with his wife Diana Ferrante Miller and sons Alex and Marc.

Carl Miller is a member of the Pacific Grove Rotary Club and sat on Monterey County's Restorative Justice Commission and the Pacific Grove Unified School District Measure "D" and "X" Taxpayers Oversight Committee. He is past president of the Monterey County Peace Officers Association.

Carl is the current president of IMPACT for youth involved in drug and alcohol prevention programs at Pacific Grove and Carmel Schools. He is also the board President of Interim Inc. of Monterey County a non-profit providing residential housing and supportive services for people with mental disabilites. Carl is still involved in law enforcement teaching at several area police academies.
