Charles L. Ollivier, a naturalized citizen, was born and raised in Agen, France. Charles received his Certificate Etudes, "Ecole de Verdum" from Gap, France in 1951, and moved to the United States with his parents the same year. He attended Arcata High School and Humboldt State College.
