Mayor; City of Carlsbad

I first ran for City Council in 1970. As a history teacher in Carlsbad High School, I was worried about the alienation my students were feeling, partly because of classmates they had lost in Viet Nam. I encouraged the students to become involved in politics, and their response was to urge me to run for City Council. I told my wife it was only an experiment. The youngsters raised $100 to support my candidacy in a field of 7, and to our surprise I won.

I learned that public service can be very personally fulfilling. As Mayor I have guided the city to the Growth Management Plan, and as that plan has matured we have actually reduced the number of houses permitted. We have created wonderful city services and parks. We have made Carlsbad the "Jewel of North County" by hard work and cooperation.

My service has given me an opportunity to understand the critical roll water will have for us. I know in ten years this will be the most important issue in elections, and it is important we prepare now. This is why I have encouraged desalinization and have worked to be in a position to become the first Carlsbad Chairman of the San Diego County Water Board. I hope with my experience and expertise we will be able to ensure ample water for Carlsbad in any time of drought.
