- Created water conservation and reclamation program
- Added 6 new water treatment facilities to assure highest water quality and improved reliability of supply 
- Initiated increase in use of renewable power resources from zero to over 10%
- Initiated use of solar power generation + achieved highest in California for small utilities
- Installed first ever power plants in Riverside for increased reliability and prevented rolling blackouts
- Director Southern California Public Power Agency  City of Riverside Interim City Manager
- Developed balanced budget plan to address $12 million deficit
