Professional Experience

Orange County Rescue Mission, Tustin, California 1992-Present President and Board Member

Serves as President of the largest non-profit, faith-based organization in Orange County (which has 3 million constituents) assisting the 35,000 homeless men, women and children who live here, providing a comprehensive group of services that creates a complete continuum of care moving clients from a state of crisis-oriented emergency through transition and onto full long-term self-sufficiency and independence.

Full responsibility for bottom-line factors, leading and directing company vision and bringing new initiatives to challenge growth, long-range strategic planning, holds principal responsibility for acquisition of largest major donations, oversee and perform monthly evaluation for finance, grant requests and organization results. Maintain active involvement in County and Community to provide opportunity for creating and maintaining collaborations and systemic change. Oversee four major divisions and direct three Vice Presidents covering programs, infrastructure, and finance; eleven Directors/Managers and oversight of 64 employees; and oversee 145,383 financial donors and 7,050 unpaid volunteers.

Key Achievements and awards:

  • Leads and directs an organization which kept administrative costs down for the last 12 years allowing $.84 of every donated dollar to go directly to serving the clients.

  • Built the House of Hope, a custom transitional shelter home for homeless women and children.

  • Acquired Hope Family Housing, through the assistance of the County, which consists of three duplex homes allowing temporary transitional housing at a reduced rate for at least five families.

  • Developed Mobile Outreach Programs actively bringing service to the homeless: Two mobile medical clinics, A mobile technology vehicle providing computer labs, certifications, A mobile food pantry.

  • Led the organization through a competitive selection process resulting in the award of five acres on the former Tustin Marine Corps Air Station. This will be the site of the nearly completed Village of Hope, the county's most comprehensive transitional shelter and program for homeless families and individuals.

  • Led the organization in the acquisition-merger of Mustard Seed Ranch, a working, income-producing, 141-acre ranch in northern San Diego County for use by foster children, homeless men, women and children to benefit from animal therapy programs.

  • Only non-profit in the Nation to lead a County with over 3 million constituents in their outreach to over 1000 hurricane evacuees (OperationOC) providing emergency and long-term transitional assistance.

  • 2005 recognition by President George W. Bush at the First Annual Faith Based and Community Initiatives Conference in Washington, D.C., where Jim had a place of honor on stage with the President and was featured in the White House video shown at the conference.

Worked to effect systemic change for the 35,000 homeless in the areas of affordable housing and healthcare; behavioral health issues, such as mental illness, drug and alcohol addiction and HIV/AIDS; illiteracy; financial incapacity; unemployment and under-employment due to the technological divide; domestic violence; and the culture of poverty which leads to a lack of hope.
