RECLAIM GOVERNMENT

REFORM CULTURE OF GOVERNMENT
  • Reclaim Government. Corporate moguls have been prosecuted, convicted and incarcerated for various acts of malfeasance, inclusive of a twenty year prison term for a 65 year old executive.

    In the aftermath of ENRON, The SEC focus on accounting practices and reporting of financial conditions of businesses and corporations extended to that of woefully neglected financial disclosures of "governments" now required to report liabilities for compensation packages of public employees.

    Estimates are measured in $Trillions of that "Black Hole" of frequently unfunded largesse in compensation, benefit and pension packages, with liability for performance a mere surcharge [law enforcement, social services, King/Drew Hospital], 10,000 slots in LA's Skid Row inadequate for the 60,000 "homeless," and these "public managers" overriding the financial breakers to now bill "Joe and Jane Taxpayer," regardless of their ability to absorb same, when they have no where the job security of their "public employees" excepted from consequences of performance; to wit, Republican strongholds of San Diego and Orange County along with Democratic Los Angeles County

  • Reform Culture of Government. Union membership has plummeted from 33% to 12% with 8% in the private sector, 4% in the public sector. By comparison and contrast with "the industrial age," today's workforce is far more sophisticated and educated with expectations of recognition of levels of skill and competence at variance with an obsolete agenda instead repelling those seeking incentives for productivity: initiative, creativity, innovation, measured against standards of excellence with commensurate rewards in promotion, retention, compensation.

  • Respect for Public Employees. Reward performance of critical services of firemen, law enforcement, and other professionals, measured against established standards. Recruit those pursuing standards of excellence and eliminate those establishing a CULTURE securing obsolescence, incompetence, and indifference to the public welfare, health and safety; particularly teachers in systems to develop our most critical national resources that have become life support for incompetence, too frequently a factor of seniority, as students are derailed and handicapped in costly classrooms.

    Apply cost effectiveness of enhanced productivity to reduce public payrolls [2% union dues]overall, reduce class sizes, increase compensation and add bonuses for qualified teachers; recognize social services and counseling as critical and integral components of educational systems, far more cost-effective than systems of jails and prisons.

  • Social Policies. Artificial rhetoric of "Three Strikes [jail for life?]" and "The War on Drugs" supports the law enforcement establishment clearly amok with casual abuse of civil rights, false arrests, fabricated evidence and perjured testimony spurring convictions of innocent people that have become human inventories of jails and prisons. Civil rights and social justice?

    Decriminalize recreational use of drugs, tax those sales, and impose the same sanctions applied to consumption of alcohol. Emphasize and fund quality systems of education and social services inclusive of those to address protocols essential to genuine rehabilitation of adverse conduct.

  • Public Policies and Priorities. Universal health care, quality systems of education and those to address social condition(s) incompatible with Democratic values of equity and fairness under the laws and those concerns for human dignity and quality of lives consistent with social and moral conscience.

  • Public Funding of Political Campaigns. True reform will require the cure of the cacophony of lobbyists and representatives of the special interests themselves that have taken over "government."
