THE ORANGE COUNTY DEMOCRATIC CENTRAL COMMITTEE.

  • The Buck starts here. Democratic constituencies directly elect six representatives by residence within Assembly Districts to this body, except in instances where no more than six candidates file, in which case they are automatically seated. Whose voice?

  • Transformer. The OCDCC functions as the engine of viable political action; legally constituted authority to manage and sustain the capacity for political action to empower the GRASS ROOTS, 435,000 Registered Democrats in Orange County, and furthermore, provide genuine and viable alternatives to represent the public interests countywide, inclusive of generation of revenues; recruitment, grooming, introduction, support and promotion of those candidates to represent viable alternatives to the electorate.

    Members of this body are responsible for vetting candidates for purposes of endorsement and support, as well as analysis of ballot issues for those endorsements. Who are they?

  • Disproportinate and Dysfunctional Domination by Special Interests. As constituted, the party has failed to reach out to demographical profiles of the diversities of our constituency, to develop and perfect Precinct Organization, to enroll, energize and motivate those GRASS ROOTS, and to generate supporting revenues.

    Secondly, disproportionate domination of organized labor, particularly of the public sector, places those interests at an advantage over competing demands for allocation of scarce funds to critical social programs at the heart of values of The Democratic Party, quality systems to address the public welfare, health and safety, chief among them, access to health care, social services; for example, education, schools and colleges, Vs. prison guards.

  • "Town Halls." Lessons of the KERRY EDWARD experience clearly demonstrate the irrelevance of $$$$s Vs Voters! The Democratic Party must move beyond the symbolism of "union halls" to "Town Halls" to better represent mutual objectives and perspectives of the "working stiffs" of the constituency, AKA, "taxpayers."

    Personally a business and professional woman, it is my view that definitions of "working people" should include those visible careerists commuting on highways and freeways, coping with demands of households and children, in a society demanding two paychecks, and that there should be renewed emphasis on enforcement of existing legislation to ensure fairness in employment, hiring, promotion, retention. We need to address universal health care, comprehensive social programs, safe work environments, security and portability of pensions. These are issues never to be embraced by those driven by greed and power to sustain it, and it is our obligation to recruit and sustain those candidates with the strength of character to support and uphold our values.

    Of 2.2 million union members in CA, 50% are in Republican Ranks; 1.1 million in Democratic ranks represent but 15.6 % of 7 million registered Democrats; and those 5,900,000 GRASS ROOTS that are "non-union" and "voters?" California is losing the margin; Democrats are not voting.

    The party needs to reach out to build camaraderie and cohesion amongst our diverse constituencies to better work together for mutual objectives and to recruit and groom leadership, as opposed to tenuous coalitions of special interests with conflicting agendas and competing priorities.

    Rather than focus on events to draw constituencies together, most frequently are those to unite "insiders." In terms of "protected incumbents", the beneficiaries would be? Are we "enablers?"

  • Precinct Organization. Linkage of Democrats with other Democrats and the interests of VOTERS within Precincts is the key to effective organization and leadership.

    Analysis of the 2004 election outcomes indicated that only 13% of newly registered voters bothered to do so, but those precincts with Precinct Captains out performed registration.

    Neglected over decades, and allowed to fracture post-KERRY EDWARDS, this outreach must be perfected, supported, and sustained to extend entitlement to equity share and participation of our GRASS ROOTS through this neighbor to neighbor system of communication and involvement.
