Born in 1958, José Flores has been a life long resident of Fresno County. He attended Clovis schools until he was sent to study High School in Mexico.

José returned to the United States and attended Fresno State. He earned a Masters of Arts Degree in Public Administration. José earned a Bachelor of Arts Degree in Management and Organizational Development at Fresno Pacific University.

As a young man, José helped his parents start a small business in Clovis. La Posada Mexican Restaurant has been a local "Old Town Clovis" icon since 1978.

José has been a Law Enforcement Professional for twenty-four years. His assignments have included, Correctional Officer, Patrol Deputy, Narcotics Detective, Homicide Detective, Patrol Sergeant, Homicide Sergeant, Patrol Lieutenant, Crimes Against Persons Lieutenant. José currently holds the rank of Sheriff's Captain. As a Captain, he has served in the Custody Operations Bureau, Administrative Services Bureau, Field Operations Support Services Bureau and currently commands the Custody Support Service Bureau.

José was elected to the Clovis City Council in March of 1999. He has served one term as Clovis' Mayor. José was reelected to the council in 2003. He has served on the Clovis City Council approximately eight years.

José is married to Shelley. He has two sons, Joe, and Michael, and one daughter, Milena. José's parents are Celia and Guadalupe Flores.
