The Alameda County Grand Jury has repeatedly investigated this office and recommended changes.
For the last five years, the grand jury has published reports that have asked the county board and/or the superintendent to explain why the salary increase for the superintendent was given without public input. They have also recommended improvements in the juvenile court schools that have not been done. The financial conditions of seven districts out of 18 in the county have worsened since 1998. Financial advisers from outside of the county have been brought in -- prior to 1998, the advisors were from the county office. In one year, $8 million was spent on administration, $14 million on outside consultants and operations, $800,000 for travel, and $600,000 for communications. This last year the figure for communications went up to $790,000. Where is the amount for student learning?
