Isaac Wang's Bio

Born and raised in Taiwan, I graduated from National Taiwan University with a degree in economics. I immigrated to San Francisco in 1984 as a foreign student to obtain my Masters in Business Administration in finance from Golden Gate University. Since my immigration to San Francisco 21 years ago, I along with my wife and three children have built a solid and respectable life as residents of the Sunset / Lakeshore District.

After working 15 years in the private sector in finance, including being promoted to Chief Financial Officer of a local public firm - Twenty-First Century Venture Capital L.P., at the end of 1995, I began my career in civil service for the City and County of San Francisco in the Recreation and Park Department as a property and revenue manager. In my two and half year service in the Recreation and Park Department, I authored the golf course enhancement program comprising the future restoration of Harding and Lincoln Park golf courses. I also facilitated the re-negotiating of delinquent rent for the Golden Gate Yacht Club (a blue collar yacht), rescuing and prolonging its operation. To secure city revenue, I employed creative financing skills to structure a Lake Merced Boathouse lease assignment agreement ensuring the city guaranteed lease payment from both lessee and assignee parties. In my tenure with the Recreation and Park Department, I characteristically afforded the city increased secure revenue while enhancing the City's ability to provide and maintain its services, also winning a certificate of outstanding performance from the Recreation and Park Commission in February 1997.

In February 1998, I was reassigned by request to San Francisco's Public Utilities Commission to oversee the sewer rate calculation. In addition to completing this project, I was also able to generate a new sewer rate calculation model, increasing sewer rate calculation accuracy and efficiency. Before my promotion to the Airport Commission in 1999, I also finished a performance audit in the customer services bureau in the San Francisco Water Department with valuable recommendations for implementation.

In June 1999, I was promoted to the Airport Commission to facilitate the cost center analyses of the airport's $2.9 billion new international terminal infrastructure plan. In my parking demand analysis, I secured more than $8 million of additional revenue for the Airport in the fiscal year 2000. My accomplishments include the implementing of more than five major dynamic financial models saving the Airport $2 million in annual operating costs and earning $2 million in additional annual revenue. I was nominated for an excellent team work award for my achievements by the Airport Commission in March 2003.

In July 2003, I was transferred back to the Public Utilities Commission to handle a $3.6 billion water capital improvement project in its cash flow analyses--a project which had been stalled for 18 months due to lack of needed expertise. I finished a dynamic cash flow model viable for the next 15 years in S.F.P.U.C.'s long range financial planning.

Last year, I ran for District 7 Supervisor, earning 3rd place in votes among 13 candidates. Now I am running for the office of San Francisco Treasurer for a few simple but pertinent reasons. Having worked in civil service in San Francisco for 9 years, I want to better give back to my community with the knowledge, experience and insight gained from direct interaction with the city machine. Equipped with 25 years of financial expertise and driven by a desire and compassion to continue to serve San Francisco, I want to deal with the root of problems, not merely symptoms. I will:

Support affordable housing by creating a special revenue fund (City Budget Fund Code 2S) within general fund (similar to Yacht Harbor special revenue fund or Golf special revenue fund within Rec. & Park General Fund Department) through city charter amendment funding from incremental transfer tax revenue resulting from CONDO conversion and TIC transaction. The affordable housing special revenue fund will be used as "Renter's Equity" - down payment towards their purchases of first homes in San Francisco. Enhance City fund yield without sacrificing capital preservation and liquidity priorities. As a Financial Analyst for Citicorp, I managed the Central Liability for assets' liquidity. Ensure environmentally and socially sound investment choices for city fund management. As a Dreyfus Financial Consultant, I advised investors in socially responsible funds for their asset allocation. Increase office productivity by employing cross-training and system integration for interfacing different platforms. Make Treasurer's Office more business like and customer service oriented.
