ANSWERS TO QUESTIONS POSED TO CANDIDATES BY A LOCAL CITIZEN

Answers by Lloyd O'Connell, August 28, 2002

1. What is your primary reason for running for this office?

As a homeowner who is served by the HRCSD, I am concerned about the high cost of our water and trash removal. As a Director on the CSD Board, I will be in a position to learn what drives these costs. Then I will be able to help establish policy that will hopefully reduce or contain costs.

2. What prior experience in public office, elected or appointed, have you had?

Appointed by the Mayor of Niles Illinois to his Committee to Save Natural Resources. Appointed to the Oak Park Illinois Commission on Racial Equality. In addition, my years of experience in both the commercial and aerospace industries have put me in many and varied pressure situations that required me to find solutions to critical financial, technical and personnel problems. These experiences have prepared me for the public office that I am seeking.

3. What is your highest educational accomplishment?

BBA Northwestern University Graduate level studies, Northwestern University and University of Southern California Western Electric's Management Training Program Management Action Workshops, Hughes Aircraft Co. and Santa Barbara Research Center. They were held at the Center for Continued Learning at Cal Poly, Pomona, CA Cycle Time Management, Santa Barbara Research Center Integrated Management System, Santa Barbara Research Center Product Development Process, Santa Barbara Research Center Managing for Shareholder Value

4. What occupation do you now have?

I retired in February 1998. I was a Program Manager at Santa Barbara Research Center. In this capacity I was responsible for proposals, negotiations and after contract award, responsible for meeting all production and financial goals. We supplied the Fire Sensing and Suppressions Systems that go into our Main Battle Tanks, Armored Vehicles, Military Aircraft and Boats. I also had contracts with foreign governments such as Italy, Korea, and Saudi Arabia.

5. What volunteer activities have you pursued here at Heritage Ranch?

Currently I serve on the ABCC, Executive and Financial HROA Committees.

6. What are your strengths of character?

Honesty and integrity. The greatest asset an individual has is his reputation. I value this asset above all else. I was a successful Program Manager because my customers, peers, management and subordinates trusted me. When I said that I would do something, I always followed through.

7. Are you a supporter of the leadership and/or policies of the Concerned Property Owners?

As a Heritage Ranch Homeowner I am concerned that the Ranch will remain an excellent place to live. To better understand the problems that confront us I volunteered to work on the three committees stated above. My goal is to help formulate and put into action policies that will both upgrade and maintain Heritage Ranch so that it will remain a safe and desirable place to live for all of the homeowners. I trust that these are the same goals that the Concerned Property owners also have.

Sincerely Yours, Lloyd O'Connell
