Smart Voter Political Philosophy for Lloyd O'Connell

Candidate for
Director; Heritage Ranch Community Services District

My name is Lloyd O'Connell and I am running for the Heritage Ranch Community Services District Board of Directors.

My wife, Nancy, and I owned property in Heritage Ranch for six years, and when I retired from Santa Barbara Research Center three years ago we decided to make Heritage Ranch our permanent home.

As a property owner in Heritage Ranch I was concerned about the many issues that confronted all of us. To better understand the issues and help resolve them, I volunteered to serve on three committees. By working with my fellow committee members and the current Board of Directors we are making progress in restoring Heritage Ranch.

I am also concerned about the high costs of water and trash removal. One way to reduce these costs would be for the CSD to explore the use of solar energy to produce electricity for the Ranch.

As a former Program Manager I understand contracts and how to negotiate them. As a Board Member of CSD I will work in a positive way with the other Board Members to assist the staff in providing the best services to Heritage Ranch.
