I was on the Planning Commission when Fremont's voters first elected me to City Council. Since that time, they have elected me to two more terms as a Councilmember and three terms as Mayor. On my watch, Fremont has fought for and won significant victories, among them:

  • Enacting the hill protection ordinance via initiative
  • Building the Fremont Main library
  • Renewing professionalism and competence in city staff
  • Strengthening the fire department
  • Strengthening the police department and achieving the lowest crime rate in the city's history
  • Building and enlarging the senior center at Central Park
  • Establishing a shelter for the homeless

As Mayor, I have made it a priority to enhance Fremont's prominence in regional decision making. I served two terms as President of the Alameda County Mayors Conference. I am a current board member and two-term president of the Alameda County Waste Management Authority. I am a member and two-term chair of the Alameda County Congestion Management Agency and member of the Bay Conservation and Development Commission, the Metropolitan Transportation Commission Regional Airport Planning Subcommittee, the Association of Bay Area Governments Regional Planning Committee, and the Greater Oakland International Trade Center. I serve on several other transportation-oriented committees. On the national level, I was elected to the U.S. Conference of Mayors Advisory Board, and I co-chair two Conference task forces.

I was one of the first men to join the League of Women Voters, and I am a member of the National Organization for Women. I am a 24-year board member of the Tri City Ecology Center and a founding member of the Citizens Committee to Complete the San Francisco Bay National Wildlife Refuge.

My wife Joy and I are 37-year residents of Fremont. We have three grown children and three grandchildren, whom we'll brag about at the drop of a hat. I served in the U.S. Navy during the Korean War as a Gun Fire Control Technician aboard a heavy cruiser. For more than 36 years, I worked for Lockheed, beginning as an electronics technician and retiring in 1994 as Engineering Supervisor.

Even though my professional background is technical industry management, I have lots of other interests. My bachelor's degree from San Jose State and my graduate work are in history. When I have spare time, I enjoy reading, folk music, and attempting to show my computer who's boss.
