The development of the Coyote Valley is only being rushed because a large advance payment was made to Public Works Department. This was to make sure CISCO was completed within a year, without first determining what fees were justified. The name "CISCO" is flaunted so it becomes the issue, like the `Holy Cow." It deserves the same reverence that the redevelopment "IBM" building, now sans IBM, built down town. Use of taxpayer money to build the necessary infrastructure is without merit. The contribution necessary by the city increased dramatically between the draft and final editions of a report obtained by the Mercury News. The image of acres of 12 story buildings being in the flight path of landing aircraft would confuse visitors where down town is. The myth that mass transit will allow `campus' requirements to be trashed is false. Adequate streets and parking are needed with widened freeway access. The direct connection of Bailey to Almaden Expressway will open up SAVUR and dramatically add congestion. The CISCO increases in impervious surface requires a lake for holding of run off. Use of a `Master Plan' EIR merely places the burden on farmers that have cared for the environment. The use of alternative financing by placing a lien upon properties for mitigation or Mello-Roos financing is an invitation to disaster. In addition to reliable power close at hand (Metcalf Energy Center?) sewer facilities are required. The present sewer plant is woefully inadequate, subject to overload, earthquakes, and aircraft disasters. A new reliable secondary sewer plant near Metcalf Road should be built, near large electrical power sources, to tentatively allow future expansion of San Jose. The rush for CISCO is replete with errors and unmitigated questions including, will they really occupy any of the buildings?
