Position on English for the Children

There are many children in our schools who are not proficient in English. This places them at a disadvantage for future learning in the higher grades.

I believe that non-English speaking children should be taught the English language as early as possible. Then, they should receive instruction in English. Study of a second language would be permitted after proficiency in English is achieved.
