Community Approach to Gang Violence

Law enforcement officials and community residents are proposing that drastic measures be taken to stem the rising tide of youth gang violence. Criminal agencies cannot reduce gang violence without a high level of community involvement directed toward eradicating its causes. The best hope for reducing youth gang violence lies in a strategy of attrition -- one that prevents youths from joining gangs and encourages gang members to abandon their gang affiliations.

I purpose a grass roots community based approach to stemming the growing gang problem. I believe that we can reduce youth gang violence by involving our youth in education, employment, and involvement in positive activities. At the community level, the keys include community mobilization, coordination of social services and crisis intervention.

I maintain that the most effective approach to youth gang violence is one that seeks to remedy the underlying causes of the problem. The youth, parents, teachers, the clergy, business people, and news media must be actively involved in a comprehensive community-wide effort. As Sheriff of Santa Clara County I will use resources to teach these groups how to deal with youth gangs. We will educate and disseminate knowledge about gangs and how law enforcement and communities can reduce gang violence.

I will work to develop a Board of Directors comprised of law enforcement officials, elected officials, corporate executives, community leaders, and members of the clergy. The Board of Directors will seek to help former gang members and committee volunteers to develop, staff, and manage a number of projects aimed at stopping gang violence.
