I am opposed to an airport at El Toro and support the Millennium Plan, the official non-aviation alternative for the reuse of the Marine Corps Air Station at El Toro.

I support the reorganization of water districts to improve efficiency and reduce costs. I will work to restructure agencies such as the Southeast Regional Reclamation Authority and Aliso Water Management Agency to eliminate duplicative administrative costs and excessive directors' fees.

The Moulton Niguel Water District was originally formed by land owners who needed water facilities financed and constructed so they could develop their land. The land owners elected the Board of Directors and voted for the authorization of bonds based on one vote for each dollar of assessed value of land. Today, the directors are elected by registered voters based on one vote per person. In past elections, there was no challenge to the incumbent. This will be the first election that gives the voters a choice.

I believe that it is time for a change and that new leadership is needed on the Board of Directors of the Moulton Niguel Water District.
