MIKE WHIPPLE FOR WATER BOARD DIRECTOR, DIVISION 4 OF THE MOULTON NIGUEL WATER DISTRICT

I have worked for over 28 years as a consultant specializing in the economics and finance of water resources. My career since 1971 has been as a financial advisor to governmental agencies including the Moulton Niguel Water District.

I received a BS in Engineering from California State University Long Beach in 1966 and a MBA from UCLA in 1970. I became a registered professional civil engineer in 1970.

I am a member of the Board of Directors of the Urban Water Institute, a nonprofit corporation, specializing in the economics and management of water resources. I serve on the Citizens Advisory Council of the Moulton Niguel Water District. I am a member of the American Society of Civil Engineers, American Water Works Association and Government Finance Officers Association. I attend the meetings of the Water Advisory Committee of Orange County, Association of Ground Water Agencies and Aliso Water Management Agency and Southeast Regional Reclamation Authority.

I first became aware of our community when I was working as a municipal financing consultant to the Moulton Niguel Water District in the early 1970's. I fell in love with the area and brought my family here in 1974. We have seen many changes in the area.

I have been actively involved in YMCA programs, Indian Guides, youth soccer and Little League baseball. Now that our children are grown, graduated and gone, I have the time and desire to give back to the community. I would like to serve as a member of the Board of Directors of the Moulton Niguel Water District.

I have been actively involved in the opposition to an airport at El Toro. I am a member of the executive committee of an association of homeowner associations opposed to an airport at El Toro. I was a member of the Infrastructure/Financing Subcommittee of the El Toro Reuse Planning Authority which prepared the Millennium Plan, the official non-aviation alternative plan for the reuse of the El Toro Marine Corps Air Station.

I will continue to work to oppose an airport and to implement non-aviation uses at El Toro.
