Smart Voter Political Philosophy for Herb John Perez

Councilmember Perez has fought to preserve Foster City's quality of life while ensuring its economic future.

SETTING FISCAL HOUSE IN ORDER. Over the last 4 years, Councilmember Perez and his colleagues, worked diligently to make critical decisions to balance the budget and provide services that allow us to maintain a high quality of life. Due to the City Council's work, Foster City is now on track to maintain a balanced budget over the next 5 years. The city's reserves all meet or exceed standards.

ECONOMIC DEVELOPMENT STRATEGIC PLAN. During his first term on the City Council, Herb helped to develop and introduce an Economic Development Strategic Plan that focuses on balancing future growth and maintaining our quality of life. This plan was adopted by the Council and uses projections through 2021 for how to reinvest in residential areas and retain thriving local businesses.

PEDESTIAN SAFETY. Herb was a strong supporter of new technology to aid in pedestrian safety and creating safer streets. Specifically, Herb advocated for the implementation of the flashing beacon system at crosswalks at 2 major intersections in Foster CIty that have yielded better traffic calming and have resulted in a safer corridor for pedestrians and bicyclists.

IMPROVED PARKS. He authorized Capital Funds and Park in lieu funds to complete Foster City's Park Master Plan. This plan establishes 24 diverse parks that are enjoyed by resident and visitor alike. This coming year there will be new Bocce ball courts added to the Recreation Center. In addition, Herb has been a consistent voice for cItywide special event programing that enriches our quality of life and offers economic benefits. These events are important to increasing recreational access to our water ways/lagoon system through boat, windsurf and recreational water activity concessions.

SMOKING ORDINANCE. Councilmember Perez, along with his colleagues, authored an expansion of the smoking ordinance in Foster City. A longtime advocate for healthy communities, Herb has been pushing reasonable smoking limitations for a number of years. Currently, the new legislation prohibits smoking on all public streets, in our public parks, and at public events.

HIRING KEY CITY STAFF. When the former City Manager Jim Hardy decided to retire after 34 years, Herb Perez and the City Council led the search for the best and brightest to help run our city. He ensured that there was smart planning and a successful secession plan with the new CIty Manager, and helped to stabilize the Executive Staff that is now in place to lead us into the future. Councilmember Perez has been involved with the hiring of a new Assistant City Manager, Director of Parks and Recreation, and has also supported for the hiring of a new Fire Chief, a new Public Works Director and a new Finance Director.
