Smart Voter Political Philosophy for Gilbert "Gil" Zepeda

Candidate for
Council Member; City of South El Monte

The city has a balanced budget due to receiving a 1/2 cent tax increase that was imposed upon the businesses in the community. My proposal is to lower it to 1/4 cent tax, then 1/8 cent tax, to eventually no tax increase and generating the extra revenue by having more businesses come into the city and make it up through volume.

The city has a very low crime rate, however, we are currently number 7 highest in robberies. My proposal is to hire two additional deputies for night patrol.

The temperature in the summer rose to over 100 degrees and seniors were having to wait outside for the senior center to open. My proposal is to have the center open as early as 6:00am.

Currently, the city has been choosing no bid projects eliminating Union workers the opportunity to work on large scale projects. My proposal is to offer bids to everyone (contractors and Union labors)and choosing the best qualified as well as cost effective for projects.

There are many school street crossings that are unsafe due to drivers driving above the posted speed limit. My proposal is to hire additional crossing guards for the safety of the children attending and departing from school.

Within the district we have several schools that perform on different levels. One of my reasons for running for City Council is to use resources that are unknown (tutoring, housing, free school uniforms to name a few) but the right questions are not being asked. My proposal is to form a council consisting of an administrator and teacher from each school and form procedures and guidelines that place all schools within the district on the same page. Grades will increase, a positive environment will be throughout, making the Mountain View School District more appealing to parents which will in-turn generate more revenue for schools and jobs for teachers.
