League of Conservation Voters Survey Answers

By Sheila Irani

Candidate for Council Member; City of Los Angeles; District 4

This information is provided by the candidate
What are the top three (3) environmental issues facing the City - and how will you deal with them? Please be specific.

1. Water conservation - Rec and Park has to prioritize with LADWP to convert to use of reclaimed water for its parks, golf courses, etc; create rebates for adopting grey water filters for landscape use for commercial and residential purposes. Research and develop a rollout for individual water metering for multi-family units with the Apartment Owners Association and LADWP.

2. Create a city wide employee incentive for one day a week telework program, and market the plan to employers in LA. Getting people off the road one day a week will save us billions in roadway improvements over time.

3. Create connectivity with a demand response shuttle program with MTA and LADOT to get commuters easily to train stations using smart phone reservation systems (e.g. similar to Uber, Lyft). This saves the hundreds of millions in building parking at train stations and eliminated the barrier of access to stops by those who don't live near them.

4. Storm water drain management for water recapture with underground storage facilities along the LA RIVER; increase the use of permeable surfaces in our parks, walkways, alleys and sidewalks to replenish ground water, mandating golf courses use reclaimed water, and reducing pool permits will decrease our use of expensive, imported water.

5. Improving incentives for solar energy production by large flat rooftop commercial properties.

6. Continue the network of bike lanes to create more connectivity for cyclists, and support bike usage with an ad campaign for "Share the Road" for safety as well as awareness of the benefits of cycling to work, even once a week. No new bridges or major road construction should be done without including bike paths. We need to accept biking as a valuable commute mode to help reduce congestion, air pollution, and reduce roadway maintenance.
