Fiscal Responsibility

By David Stecher

Candidate for Board Member; West Sonoma County Union High School District

This information is provided by the candidate
It is the Board's duty to ensure that the District functions within its budget.
California has recently changed the way School Districts are funded. The Local Control Funding Formula ( LCFF ) eliminates much of the 'categorical funding' in favor of block grant funding. The Districts are charged with the responsibility of developing a multi-year Local Control and Accountability Plan ( LCAP ), with input from parents and the public, to guide expenditures within the district. Student achievement, throughout the District, will be evaluated as the primary measurement dictating revisions to the multi-year Plan.

The budget must provide for buildings and grounds, staffing, materials, transportation, and a variety of support expenses. When the Board approves the budget, it is accepting the recommendation of the District Staff on the full range of expenses. It is approving the course of study developed by the School and District Staffs. We have a dedicated and highly qualified staff; their work on behalf of out students deserves to be recognized and compensated. Textbooks and materials need to be carefully evaluated before purchases are approved. Expenses for improvements and maintenance to the facilities are better than allowing them to fall into disrepare. It is vital that the members of the Board are concerned not only with balancing the budget, but with ensuring that the quality of education provided is consistent with the needs of our students.

The changes in school funding will require diligence and hard work from everyone involved with the District. The Board will be active participants in the process, not just bystanders giving a final thumbs up or thumbs down to any proposal. I'm looking forward to being a part of this process.
