Supervisor Farrell was born and raised in San Francisco, where he attended both Stuart Hall and Saint Ignatius. He received his B.A. from Loyola Marymount University in Los Angeles, his M.A. from University College Dublin in Ireland, and J.D. from the University of Pennsylvania Law School in Philadelphia. Supervisor Farrell currently resides in the Jordan Park neighborhood with his wife and three children.

Elected in November 2010, Supervisor Farrell serves as Chair of the Budget and Finance Committee, as a Member of the City and School District Committee, as a Member of the Transportation Authority, as a Member of the Transportation Authority's Finance Committee, as a Member of the State Legislation Committee, as a Member of the Health Service System Board, as a Mayoral appointee to the League of California Cities, and on the Department of Emergency Management Disaster Council.
