My Priorities and Plans for the future of our Beautiful City.

A resident and homeowner of Mission Viejo, California since 1989, I'm a professional engineer, small business owner, lecturer, author, educator, community volunteer and businessman that understands Mission Viejo's history, heritage, traditions, the quality of life and our friendly community, as well as the need for openness, integrity, leadership, transparency, growth, fiscal responsibility, and accountability. As your elected official these are my priorities to preserve our City's splendor:
Priorities:

- Bringing back Openness, Integrity, Leadership, Transparency, Fiscal Responsibility and Accountability to City Hall.
- Reduce "term limits" from 3-four-year terms to 2-four-year terms for Mission Viejo City Council Members.
- Ensure that Law Enforcement and Public Safety is the City's number one Priority.
- Future focused on strategic environmental issues, long-range planning and community development.
- Maintain AAA Bond Rating and very prudent use of City's reserves.
- Demand a Balanced Budget and find ways to significantly decrease unnecessary waste and City spending.
- We need to ensure that our City's bidding process is Transparent, Open and Fair.
- Provide residents accurate information about the TOTAL Price Tag of Capital Investment Projects (CIP)
- Constituents deserve the truth, respect and truthful answers and to be able to hold elected officials accountable.
- Proven ability to marshal the resources from without and create partnerships.

Education:

City Council's fundamental role in public education is as keeper of the purse. A City Council can't make laws that direct the school system. Each year Council must approve the City's budget, which is presented by the Mayor and includes revenue for the district(s). City Council also makes important decisions about tax dollars that flow to the schools and whether to give schools additional revenue. (By law they cannot reduce the amount.) As a member of the community Mr. Kiss is championing both education and sport. He also serves as an AYSO community volunteer and supports and promotes education thru soccer. Other areas of interest would include:

- To promote/support Saddleback Community College to upgrade its educational programs as well as encourage the development of a private online university in Mission Viejo in the next 3-5 years.
- To work in partnership with schools, community and industry leaders to promote and improve education and to invest in intellectual capital and in our children's future.
- I will fight to make sure our kids receive a world-class education.
- I believe in learning during one's lifetime and strongly promote and support it.

Public and Environmental safety:

- Maintain the status of one of the safest City in CA.
- Working to support appropriate levels of police and fire personnel and equipment.
- Safety officers on School Campuses advocate.
- Neighborhood Watch Program advocate.
- Support structural safety of residential, commercial and industrial structures and full Codes compliance.
- Support environmental and echo-systems safety.
- Ensure that our roads are properly maintained. Fix potholes, cracked roads, sidewalks, slopes and take care of tree trimming.
- Ensure that our 53 City Parks and other recreation areas are well maintained.
- Implement my plan to provide 20 new restrooms with roof solar panels and plumbing for a total price tag not to exceed $ 2 Million needed at our City's Community Parks. (i.e. To date ONLY 9 of our 53 City Parks have public restrooms!)
- Synchronize traffic signals to reduce congestion and to improve traffic flow.
- No business license requirements, increased taxes or fees.
- Streamlined permit and online permitting process.
- Maintain structurally safe & sound City facilities - community recreational facilities, parks, senior community center, library, animal shelter and other important structures and equipment.

Support family focused quality lifestyle:

- Improving and Protecting the Quality of Life for all Mission Viejo Residents.
- Support our communities of 55+ adults and maintain our world class senior facilities.
- Youth Athletics, AYSO and Sports teams.
- Support a master plan to provide Porta Potty units at all City Parks during sporting events.
- Recreation Centers, Aquatics and Tennis Centers. - Crossing Guards.
- Senior facilities and varied programming.
- Work in partnership with non-profits and religious organizations in the community.
- Support the MV Lake activities and programs, as well as the Pacific Symphony, Readers Festival, Fun With Chalk and other community programs.

Support for business and economic development:

- Business friendly practices and Codes compliance.
- Encourage Jobs creation with an open for business attitude at City Hall for everyone.
- Establish economic partnerships with industry leaders.
- Establish a development task force to study and solicit future business opportunities.
- Establish a task force to provide a 10 years development plan that should include the development of a future private online University.
- Promote/support and market Mission Viejo as a major destination hub for both national and international visitors.

We will work together to ensure the public trust and establish a system of openness, transparency, forums with public participation, and collaboration. Openness will strengthen our community and promote efficiency and effectiveness in the City Council. Transparency promotes Accountability and provides information for citizens about what their Local Government is doing. Public engagement enhances the City Council's effectiveness and improves the quality of its decisions. Collaboration actively engages Citizens in the work of their Local Government. In closed Local Government there is temptation for corruption because there is no oversight and accountability.

My fellow Americans, Friends, Residents and Citizens this is my solemn and honest pledge to you. If you believe that we the people deserve a better government through openness, transparency, accountability and public participation and better days ahead, then please cast your vote on Tuesday, November 4, 2014 for DESI JOSEPH KISS( #8 on the Ballot).
