My Plan to add 20 new high-tech, cost-effective public restrooms at our 53 City Parks.

Did you know that Mission Viejo has 53 Parks and only 9 have public restrooms. I have a plan to add 20 new high-tech, cost-effective and affordable public restrooms at our 53 City Parks. The total price tag not to exceed $ 2 million for 2 types of affordable, low maintenance restrooms, (around 100-150 Sqft) with low-flow, no-flush & no- touch fixtures, ADA compliant, with solar panels and surveillance equipment that will discourage vandalism, violence and other activities.
On March 6, 2006 the City of Mission directed the Community Services Commission to develop a restroom master plan for our City Parks. On March 17, 2014, the issue has resurfaced again during a public meeting.

At the end of a debate and serious areas of concern presented by numerous residents, some officials were AGAINST the much-needed restrooms at our 53 parks, and indicated that a NEW in-depth STUDY is required before the matter may be addressed by City officials for a VOTE.

One official said that to build one, the cost is $300,000, while other mentioned $ 600,000. One other said money is NO issue and he can place all of them in 2 weeks, but some residents don't like them in their neighborhood.

Since a petition drive was conducted and there are hundreds of residents who would like the City to provide such restrooms at our parks, I propose to place 20 of affordable high-tech restrooms at our City's 53 Parks. There was NO need for a NEW STUDY, since the City's May 1, 2006 Master Plan recommendation was passed by the Community Services Commission with a 6-1 VOTE, and there was a significant population increase since 2006 and 40 acres of new land annexation for a housing project development in 2013 that made our City much larger.

I briefly would like to present my own PLAN for the installation of 20 NEW cost-effective, durable, functional and sustainable restrooms at our parks for a price tag NOT to exceed $ 2 million. My plan will bring the percentage of parks with restrooms from 17 % to 55 %

For example: San Clemente & Rancho Santa Margarita have 75% coverage and Irvine about 50 % just to name a few.

Due to a reduced construction time frame I propose 2 phases: Tier 1: (top priority) Barcelona, Aurora, Napoli, Pacific Hills, Pavion, Crucero, Eastbrook, Pine Crest, Spendlove, Barbadanes and Sycamore

Tier 2: (2-nd priority) La Paws, Wilderness, Linda Vista, Madrid Fore, Preciados, Camino Largo, Agean Hills, Birchwood, Castile, Castlewood, Christopher, Coronado, Minaya, Seville, Valyerno, Doria, El Dorado, Vista del Lago & La Mancha.

My proposal is for 2 types of affordable, low maintenance restrooms, (around 100-150 Sqft) with low-flow, no-flush & no- touch fixtures, ADA compliant, with solar panels and surveillance equipment that will discourage vandalism, violence and other activities.

OPTION A: A PRE-FABRICATED MASONRY BLOCK CONSTRUCTION w/ solar panels + TOTAL AVERAGE PRICE TAG /UNIT= $ 75,000 (FULLY INSTALLED @ the SITE)

OPTION B: STAINLESS STEEL UNISEX+ w/ solar panels restrooms (10'-7"x 6'-0"x 8'-6" tall). TOTAL AVERAGE PRICE TAG/UNIT =$ 100,000 (FULLY INSTALLED @ THE SITE)

Public parks are important to the well-being of Mission Viejo's families. So then why does the Mission Viejo City Council majority want residents to keep peeing on park trees and bushes instead of providing them with public restrooms? Well, as one might imagine, it is always the money according to some City officials. However the money was no issue when recently the majority of the City approved the construction of a Dog Park at a total price tag of approximately $ 2 Million and at a monthly operating cost of approximately $ 40,000/month at taxpayers expense, according to Assistant City Manager Keith Ratay.

Some officials really do not understand the need of public restrooms for residents and visitors at our 53 Mission Viejo City Parks and that is truly terrible and shameful!
