*Recover resources from failed partnership with Cal Am

By Jan Shriner

Candidate for Board Member; Marina Coast Water District

This information is provided by the candidate
MCWD will need to re-establish public perception of efficiency and trust as well as recover approximately $18 million spent on the partnership and planning with Cal Am.
Prior to my election, the Boardmembers were approving expenses that were listed in the budget as "Funding to be obtained." The belief was that Bonds, Grants, or Loans would be obtained. However, if a source was not obtained, the funding was transferred from reserves.

Since I have been on the board, staff have created a new page for the budget that shows fund transfers and they are taking the time to go over this complicated page with anyone who asks.

The staff are very professional, efficient and extremely hardworking. Their work has been limited by the Board's methods and by the outdated software and infrastructure of the District. These systems are run down in part due to the focus on the now-failed partnership and the diversion of funds to that project rather than to MCWD service area.

MCWD needs public support to recover the funds will require more people participating in the meetings at City Council and at District Board meetings saying that we need this public water agency to be stronger and more efficient. MCWD Staff need to know that the ratepayers support and appreciate their work.

Please help me to continue to work toward renewal of MCWD as a highly efficient public water agency with a bright future for Marina.
