Questions & Answers

1. What can the Sheriff do to deal more effectively with mentally ill prisoners incarcerated in County jail?

As Sheriff, I will work with the Board of Supervisors to ensure that the county jails are properly funded and adequately staffed with security personnel and mental health workers. I will work with state and federal officials to develop alternatives to incarceration for those whose only real crime is suffering from mental illness or chronic drug addiction. A key component is to ensure, as Sheriff, that all of the security personnel (deputies and civilian jailers) receive the training necessary to help them provide necessary security in the safest and most humane and respectful manner.

2. What can be done to reduce recidivism, and specifically how would you work with outside organizations to achieve rehabilitation goals set but not yet carried out?

As Sheriff, I will actively engage with community leaders and community based organizations to proactively promote a viable path to success through an emphasis on safe neighborhoods, family values, quality education, and a vibrant business environment. Having a solid life foundation is vital to reducing recidivism.

3. What steps do you feel should be taken to correct the problems of brutality that have been identified with the County jails?

Addressing abusive behavior or misconduct by deputy sheriffs begins with the hiring process. As Sheriff, I would only hire individuals who have demonstrated the highest level of conduct and character throughout their lifetime. I would ensure they receive adequate initial and continual training, and I would hold all personnel accountable to the highest standards of the profession throughout their career. In my 33 years in law enforcement, I never condoned or tolerated bad behavior by deputy sheriffs. Another important factor is promoting the right leaders - those who have the experience and demonstrated leadership qualities to properly mentor and hold accountable personnel under their command.

Hiring the right people, providing proper and continual training, and promoting qualified leaders who have the courage to hold subordinates accountable for their actions are the keys to ensuring that deputy sheriffs will perform their duties lawfully in and in conformance with the expectations of society.
