Shin Liu is a Professor of Computer Science and Coordinator of Distance Education at Rio Hondo College, Whittier, California. She holds a doctor degree in Computer Information System from Argosy University, Santa Ana, California, a M.S. in Computer Science from the University of Texas at El Paso, and a B.A. from National University of Education in Taiwan. She is a Microsoft Certified Software Engineer, Cisco Certified Network Engineer and Blackboard Certified Trainer.

As a professor, Shin dedicated to the success of her students, she worked with Texas A&M University to bring a remote lab to students at Rio Hondo College. Shin received a letter of recognition from Dr. Paul Parnell, Vice President of Rio Hondo College, for her hard work and dedication to students and the college on January 27, 2009. She also received a "Caught in the Act award", nominated by her dean and colleagues for being caught providing excellent service to the Rio Hondo College Campus Community in 2009.

Dr. Liu has published and presented papers on computer information technology and distance. In March, 2008, Dr. Liu presented one of her research articles at Oxford Round Table of Oxford University, England. In May, 2009, she led and mentored Rio Hondo College students in the Imagine Cup 2009 US Finals for software development in which the school was the only community in the nation to participate along with four-year universities. In a recognition letter to Shin Liu, Martin Schary of Microsoft US National ADE program director stated " I would like to recognize the great showing that the Rio Hondo College had in the Imagine Cup Software Design Invitational US. Final. Rio Hondo College had more team (four) at the finals than any other institute. Rio Hondo's four teams show a clear expression of the spirit, intelligence and energy that represents the students of the California Community Colleges. Furthermore, it was clear that these teams were so well prepared due to outstanding faculty mentoring and involvement." In May, 2010, she led Golden West College student to compete in the Imagine Cup and was selected as one of the top five U.S. Finals. In 2011, her team was selected as one of the honorable mention.

Shin is a tireless advocate for Math & Science Education and women as leaders. She has volunteered in teaching Math and Science at Boeing Science Camp since 2001. Shin received a letter of recognition from Congresswoman Linda Sanchez for outstanding volunteer works at Boeing Science Camp on July 25, 2005. Shin is also committed to promote minority women as leaders. She created seminars at her Church since 2007. The Center for Asian Americans United for Self Employment presented her a "Women in Power Award" on December 18, 2009.

Shin Liu was elected as the Board of Trustee on November 3rd, 2009 because the community recognized her dedication to the community. She was elected as the secretary of the board in 2010 due to her dedication to the college and the community. Shin Liu will continue her energetic leadership for her students, her college and her community.
