Efficient Use of Dollars--Back of the Envelope Calculation....

Create a long term plan for roadwork based on the known tax revenue. Think Long Term.
The District is responsible for maintaining approximately 9-10 miles of road. This includes 4 miles of Crystal Blvd, and 5 miles of comprised of Galena, Dolomite and Manganite, along with all the stubs leading to the private easement roads.

The annual revenue, right now, is fairly stable at about $115,000 per year. This comes out to ~$11,500 per mile of road.

This year GWCSD is planning to make a badly needed major fix on 1 mile of Crystal Blvd for about $150K. Hopefully this will last for 15 years so that it comes out to about $10K per mile per year (need to leave a little buffer for weed abatement, culvert repairs, tree trimming, and paying for a competent GM, etc.) The question is how often is a major fix anticipated?

How are we in comparison to other road CSDs in El Dorado? The 2007 LAFCO report (on the GWCSD web page) shows the number of miles in each district. The revenue figures below is from EDCO's 2011-2012 actual revenue report.

Cameron Estates revenue, with the most annual revenue, was $160,000 for 16.5 miles of road=~$9,700 per mile.

Golden West, next in annual revenue, was ~$117,300 for 9 miles of road=~$11,730 per mile.

Most of the other road districts average ~ $25,000 in annual revenue for ~ 4 miles of road=~$8000/mile.

The board needs to develop a long term road maintenance plan that is grounded in the reality of our current tax revenue to use our $ wisely. We need to think long term.
