Shall section 206 of the El Dorado County Charter be amended to reflect current practice by replacing the words "presiding officer" with "Chair" and "presiding officer pro tem" with "Vice Chair" and "alternate presiding officer pro tem" with "Second Vice Chair."

Impartial Analysis from El Dorado County Counsel
The County of El Dorado operates under a County charter that was ratified by the voters on November 8, 1994. The California Constitution provides that a county may adopt a charter to govern itself in regard to those specific matters that are identified in Article XI section 4. Voters may amend the charter by a majority vote. On July 29, 2014, the Board of Supervisors of the County of El Dorado (Board) placed this measure on the ballot seeking voter approval to amend El Dorado County Charter section 206.

Measure R proposes to amend Charter section 206, entitled "Election of Officers", in order to update the language by deleting certain words that are no longer used and replacing them with words that are currently used by the Board as follows : delete "presiding officer" and replace it with "Chair"; delete "presiding officer pro tem" and replace it with "Vice Chair"; delete "alternate presiding officer pro tem" and replace it with "Second Vice Chair".

A "yes" vote is a vote in favor of amending the El Dorado County Charter to delete the words no longer used by the Board and to replace them with words that are currently used by the Board that include "Chair" instead of "presiding officer", "Vice Chair " instead of "presiding officer pro tem", and "Second Vice Chair" instead of "alternate presiding officer pro tem".

A "no" vote is a vote against amending current Charter section 206.

EI Dorado County Charter (Proposed Changes)

Section 206. Election of Officers.

The Board of Supervisors, annually at the first meeting following the first Monday in January, shall elect a presiding officer Chair, a presiding officer pro tem Vice Chair and an alternate presiding officer pro tem Second Vice Chair. The presiding officer Chair shall preside at all meetings. In the absence or inability to act of the presiding officer Chair, the presiding officer pro tem Vice Chair or alternate presiding officer pro tem Second Vice Chair shall act with all the authority of the presiding officer Chair. The Board of Supervisors may adopt procedures governing the conduct of Board meetings and activities.
