STOP DEFICIT SPENDING

When I left the Board in 2012 there was an ending fund balance of 31 million dollars. At the end of the 2014-12015 school year it will be 5 million, the state mandated minimum 3%.
Granted, the District did not want to cut programs, furlough or lay off staff. Nevertheless, we are now one law suit, accounting error, or miscalculation away from going under. 26 million dollars in reserves spent over three years; that is a lot.

We mist be vigilant because we have been down this road before. When I was elected in 2004 we were on the County Fiscal Watchlist. That is one step from state receivership. We don't want to go down the road of Oakland and West Contra Costa County, which ended up losing all power to state control.

Hindsight is easy but I wished we had balanced things more; maybe held unto 4 or 5% instead of 3% in reserves; put a little of that money into guidance counselors or school resource officers; spent a bit (even if symbolically)to pay down the unfunded pension liability, which is a can we keep kicking down the road.
