Richmond is doing better, and I have been a key part of that success. Murders are down 2/3, potholes, while still bad, are 33% better.

Richmond is in a renaissance. Crime is down. We put more police on the streets and started the ONS outreach to troubled and high risk youth program. I led the fight that saved Kennedy, Grant and Olinda from closing. With Tom Butt and Jael Myrick, I negotiated the $90 million Chevron community Benefits Agreement. This included $35 million for the Richmond Promise College Scholarships for every Richmond public High School Graduate. I passed public financing to clean up our elections, eliminated cigarette and alcohol billboards near schools, and put millions into pothole repair. Why have I been able to get so much done? As the West County times has Editorialized: "To his credit , Rogers has proved he can work with his colleagues.Rogers is a man of his convictions." After the 2012 chevron fire, I wrote the toughest in the US Industrial safety Ordinance, including tripling county safety inspectors at Chevron. The Chevron Modernization Project not only had the $90 million negotiated by Counclmembers Butt, Myrick and myself, but the unprecedented in the history of US refinery permits requirements to cut emissions, reduce Greenhouse Gases, and toughen safety measures. Although Chevron has stayed out of my races in years when their polls showed I looked very strong (2014, 2010, 2006) , when my numbers were marginal (2001) they spent over $100,000 trying (unsuccessfully) to tell lies about me and defeat me.
