Candidate for Council Member; City of Concord

Occupation: Concord Vice Mayor, Interim Northgate High School Principal, Former Concord Mayor, Former American High School Principal, Former Concord Planning Commissioner, former Chairman of the Board John Muir Hospital and Mt. Diablo Hospital and Former Teacher (1995 Teacher of the Year) with a Bachelor's Degree from San Francisco State University and a Master's Degree from St. Mary's College
Serving you on the Concord City Council, and as a longtime high school teacher and principal, has been extremely gratifying. Balancing the city budget every year with $22 million in reserves for emergencies has been my primary focus. Our employees pay their full share; this year we voted to eliminate lifetime medical for Councilmembers.

Because we efficiently manage your tax dollars, Concord is the most financially sound large city in Contra Costa County. This strong fiscal management has allowed us to fund the following key programs:

  • Saved Summer "Music in the Park" series at Todos Santos Park
  • Reinstituted Concord Police Department's anti-gang efforts
  • Reduced homeless by 44% through beefed-up homeless task force
  • Attracted 1,500 new jobs to Concord
  • Continued funding Concord's Senior Center and shuttle service for seniors
  • Maintained with pride our parks, medians and landscaping
  • Replaced street lights with energy-efficient lighting

This hard work has earned me the endorsement of Concord police and firefighters, District Attorney Mark Peterson, Sheriff David Livingston, Congressman George Miller, Contra Costa Water District President Joe Campbell, as well as Senator Mark DeSaulnier, Assemblywoman Susan Bonilla and Supervisor Karen Mitchoff.

I am proud of the things we have accomplished together + to raise residents' quality of life and increase property values. But, there is much more work to be done, including:

  • Identifying funds to hire additional police officers to patrol Concord neighborhoods
  • Developing a strategic plan with Mt. Diablo Unified School District to improve Concord schools
  • Attracting a four-year college or university on the Concord Naval Weapons Station property

My wife, Maria, and I have lived in Concord for 36 years, where we've raised our three children. I received my Bachelor's from SF State University and my Master's from St. Mary's College.
