Chairman of the Board, Jerome E. Horton's top four Goals and Objective

By Jerome E. Horton

Candidate for State Board of Equalization; District 3

This information is provided by the candidate
Thank you for taking the time to review a brief summary my four basic goals. I welcome your input on how I can continue to serve and protect California Taxpayers
I have four basic goals:

Continue my efforts to recapture the estimated $9 Billion lost each year to businesses operating illegally in the "Underground Economy;" in order to increase funding for education and badly needed public services. One of my goals over the next four years is introduce tax laws, policies, and procedures to enhances our ability to investigate and arrest criminals operating in the "Black Market."

Continue to use educational outreach and public relations techniques to increase self-compliance with California tax law and minimize the frustration of taxation for California taxpayers; thereby accelerating self-reporting of tax revenue and enhancing the goodwill of the Board of Equalization (BOE).

Continue to manage the 35 new initiatives, I've established during my tenure in office, designed to increase the efficiency in which the Board of Equalization administers over 32 tax and fee programs; generating upward $56 billion in funding for education and badly needed public services. Noteworthy, the revenue administered by the BOE has increased from $52 Billion to $56 Billion. These initiatives are attributable to an increase California's state revenue by approximately $1.5 billion. The balance is attributed to the passage of proposition 30, which I actively and aggressively supported.

Continue to enhance the professional development of our team members in order to prepare them to promote and continue to service California taxpayers. The BOE, anticipates the lost of 44% of our current team member through various forms of attrition - over the next 10 years. I want to continue to work on a transition plan that provides our team members every opportunity to fill these voids.
