Mark Church was elected San Mateo County Assessor-County Clerk-Recorder and Chief Elections Officer in 2010 and assumed office on January 3, 2011. He manages a department of 117 employees with a $25 million budget.

As the Assessor-County Clerk-Recorder and Chief Elections Officer, Church has worked to make the department efficient, transparent and responsive. Upon assuming office, he initiated a department-wide reorganization to meet the changing needs of the organization, streamline operations and maximize productivity. He led efforts to develop and implement best practices and utilize technological advancements to reduce the growing backlog of Assessment Appeals, to timely process the exponential increase of Decline in Value reviews and to improve communications with the public. He also successfully managed the assessment operations and completed the Assessment Roll on time each year, which for FY 2013-14 exceeded $156 billion.

From January 2001 to January 2011, Mark Church served on the San Mateo County Board of Supervisors representing District 1. He was first elected to the board in 2000 and re-elected to the board in 2004 and again in 2008. Then Supervisor Church served as President of the Board of Supervisors in 2004 and 2009.

Prior to his election to the Board of Supervisors, Church was elected to the Millbrae City Council in 1995 with the highest vote ever cast for a council candidate in the city's history. He served as Mayor from 1997 to 1998, during the year-long celebration of the city's 50th anniversary.

Church is a third generation Californian, born and raised in San Mateo County. He holds a bachelor's degree in Business Administration (magna cum laude) from the University of the Pacific and a Juris Doctor degree from McGeorge School of Law. He is an active member of the California State Bar Association and practiced law in the community for 24 years. He is a former Judge Pro Tem and Arbitrator for the San Mateo County Superior Court.

Church is a Property Tax Appraiser certified by the California State Board of Equalization and a former instructor for the San Mateo County Community College District. He is also a past member of the Board of Directors of the Millbrae Rotary Club and the Millbrae Chamber of Commerce.

Mark Church is the son of the late Marvin Church, a former Mayor and Councilmember of Millbrae (1958 to 1966) and former San Mateo County Clerk-Recorder and Chief Elections Officer (1967 to 1987).
