Assessor; County of Orange

Webster Guillory is an experienced conservative private and public sector business manager. He started his public career with Orange County after a career of technical and business management work. He provides business, fiscal and technical management to the valuation of over a 1,000,000 units of property annually.

Webster's education includes a M.S. in Civil Structural Engineering and a B.S. in Aerospace Engineering with emphasis on business/contract law, projects management, personnel administration and computer and information systems sciences. He did his undergraduate work at Northrop University in California and his graduate work at the University of Southern California (USC).

With the change(s) in the economy, Webster has helped Orange County homeowners and business owners by proactively providing Proposition 13 tax relief, saving Orange County taxpayers over 1.6 billion dollars.

Prior to his county work, Webster had a distinguished career as a project manager for engineering, construction, technical and computer systems development projects. He brings outstanding leadership and management of major operations to this job.

His experience brings together successful applications of business, financial and technical management. He was or is a:

  • Member of the National Performance Review Task Force
  • National Director for Information Technology for the National Association of Counties (NACo)
  • Member, Men of Achievement
  • Listed in Who's Who in Business and Finance
  • Millennium 2000 Manager of the Year, Society for the Advancement of Management
  • Member of the Board of Visitors, Peter F. Drucker Graduate School of Management at the University of Claremont, CA.

In 1999 Webster was a leader in helping to change the property tax exemptions laws to provide additional assistance to the families of Disabled Veterans.

Through the smart use of technology, the staff at the Assessor Department has not increased since 1998. Taxpayer Services through e-filing programs and mobile access continues to assist taxpayers. The Assessor is holding the line to protect individual's privacy.

Holding the line on increased government spending, smarter uses of technology, and direct services to taxpayers.

Webster is a proven leader; we know he is dependable and that he has demonstrated both integrity and passion in providing us with exceptional public service. He is endorsed by Association of Orange County Deputy Sheriffs, OC Business Council, OC Professional Fire Fighters Association, the California Building Industry Association of Orange County and the Orange County Taxpayers Association.

Webster will not have to learn this job on the taxpayers money.
