ABOUT GINA SEMANA

I have been a Secretary in the City Clerk's office for the past 13 years. My husband, son, and myself were finally able to move to Torrance 5 years ago. It had been our dream to move to the city we love so much. I am ready to assume the responsibilities as your City Clerk and ask you for your vote on June 3rd. Summary of Qualifications:

  • Over 20 years of diverse clerical experience, which includes 12+ years of progressive office experience in a City Clerk's office.
  • Strong knowledge of the policies, principles and practices of municipal government, procedures related to the bid process, preparation of the City Council agenda; various city employee groups Memoranda of Understanding and pay resolutions; including election policies and requirements.
  • Ability to maintain confidentiality of records, files, and documents.
  • Proficient with the following: Outlook, Word, Excel, Granicus, and RedDot software.
  • Capably manage high-pressure situations and perform multiple tasks in order to meet deadlines.
  • Quickly adapt to new ideas and procedures.

I am a strong leader with excellent interpersonal skills, with the ability to effectively interact in person, via email and telephone with the general public, City staff and City Officials. Employment Highlights:
CITY OF TORRANCE: Torrance, CA
AGENDA SECRETARY (7/2001 to Present)
Establish, coordinate, and maintain working relationships with all levels of City department staff in preparing, organizing, and distributing the City Council meeting agendas and various City Council material which includes placing all staff reports and City Council minutes online for public use.
Responsible for compiling, organizing, and maintaining all city ordinances, resolutions, City Council minutes, and agendas. Interact closely with all levels of city employees and the general public in providing information and access to all public records, which include the Torrance Municipal Code.
Responsible for tracking, notifying, compiling, and receiving all Fair Political Practices Commission Statement of Economic Interests + Form 700 forms from approximately 415 employees, City Council, Commissioners, Board and Committee members.
Format, update, index, and distribute Memoranda of Understanding for all city employee groups, organizations, and associations. Other duties include: preparing and filing various legal notices, and creating, processing, and distributing proclamations and various ceremonial certificates and plaques, and prepare, balance, and process departmental cash report.

Due to my thoroughness and attention to detail I was able to meet the annual deadline with a 99.4% response from filers.

CITY OF TORRANCE: Torrance, CA (Continued)
TYPIST CLERK (4/2001 to 7/2001)
I was responsible for data entry, processing claim forms, processing direct payment vouchers, purchase orders, and Peoplesoft requisitions.

I was also responsible for the processing, publishing, opening, receiving and closing of bids.
Accomplishment:

I was able to take the open civil service test for the position of secretary within my first 3 months of employment with the city and was promoted to the position of Agenda Secretary within the City Clerk's office.

MARTINEZ & TUREK, INC.: Rialto, CA
ESTIMATING ASSOCIATE (7/1997 to 3/2001)
Interacted closely with Vice President, Estimating Manager, and Materials Analysts in receiving, preparing, and submitting request for quotations. Was also responsible for preparing weekly charts for Sales/Estimating status meetings.
Efficiently performed moderate data entry in updating monthly quoted/booked totals and miscellaneous correspondence. Organized and maintained an adequate system which aided in locating all previous and current quote packages.
Accomplishment:

Due to my ability to quickly learn the new company software, I was asked to implement ISO 9000 compliancy, create all departmental forms and train others.
