Smart Voter Full Biography for Milton Herring

Candidate for
Councilmember; City of Torrance

Dr. Herring, a native of Birmingham, Alabama, moved his family to Torrance in 1990. Dr. Herring has been married to his wife Cinda for 42 years and together they have three adult children. All three of their sons attended the Torrance Unified School District and graduated from Torrance High School. Today they are all married, giving Milton and his wife Cinda 11 grandchildren.

In 1981 Dr. Herring and Cinda moved to Los Angeles, California, where he was hired to work with a senior citizen nonprofit group, Stovall Foundation. In 1982, he was promoted to the position of Executive Director of the housing corporation and spearheaded efforts to secure HUD funding for a 4 million dollar 98 unit located at Figueroa and Martin Luther King, Jr. Blvd.

In 1984 he began his career with the Department of Veteran Affairs as a part-time Chaplain. He later became full-time and served as Chief of Chaplains for 15 months. Dr. Herring was commissioned as a Chaplain in the U. S. Army Reserves in 1985, and in 1990 became the staff Chaplain at the West Los Angeles VA Medical Center, where he retired in 2010.

Milton Herring was mobilized twice in support of Operation Iraqi Freedom, in 2004-2005 and 2008-2009. He was responsible for planning and implementing the commander's program to provide support to over 7,500 service members, civilian employees, and their families. He was responsible for 10 installations throughout the country of Kuwait and made several visits to soldiers in southern Iraq. His awards and decorations include the Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal with 3 oak leafs, Air Force Good Conduct Medal, Army Reserve Components Achievement Medal (5th award), National Defense Medal (2nd award), Global War on Terrorism Service Medal, Expeditionary Service Medal, and the Armed Forces Reserve Medal (with bronze hourglass and "M" device).

Milton currently serves as Traffic Commissioner for the City of Torrance and has served as a member of the membership committee with the Torrance YMCA, 2007-2008, a board of director for the National Council for Alcohol and Drugs Dependency, (NCADD), from 2003-2011, and the South Torrance Lions Club, from 2002 to present, serving as President 2007-2008. He is also a member of the American Legion and Disabled American Veterans.
