My family is deeply rooted in Butte County and the north state. My father was born in Paradise in 1928, and our family has owned property and managed businesses here since 1965. My husband, Pete, is a 4th generation Butte County resident, operating a family ranch along the Big Bend of the Feather River.

My son Brandon is a graduate of Chico State and has presented us with 5 delightful grandchildren who live nearby. We enjoy camping, fishing, hiking and exploring the beauty of Butte County as a family. I am an amateur photographer, and share scenic shots of the local area on Butte County's website - and some in the slide show, below!

Professionally, I have 10+ years experience serving Butte County as Assistant Treasurer-Tax Collector and Manager, Finance & Investment,and I am currently honored to serve as Treasurer-Tax Collector. I have served on numerous committees for the benefit of county operations, such as the Solar Energy Project and the Landfill Gas to Energy Project and have actively participated in union negotiations and the refinement of personnel rules for Butte County.

Job accomplishments:

  • Manage $400M investment pool for the County, Schools and Special Districts, realizing consistent results and yields higher than most counties in the state, while utilizing conservative investment strategy to ensure safety and liquidity.
  • Research, compare and purchase securities from approved brokers, maintain accurate and complete records.
  • Provide staff support to the Treasury Oversight Committee (TOC); coordinate annual TOC Compliance Audit; ensure compliance with the Brown Act for all TOC meetings; maintain records of agendas for and minutes of quarterly TOC meetings; document TOC member compliance with pertinent regulatory requirements.
  • Oversee banking operations and personnel; ensure accurate, friendly, responsive and professional service.
  • Manage contract negotiations and review of documentation for banking related services.
  • Prepare revenue and expenditure projections related to the Treasury Division for inclusion in the Department's annual budget proposal; monitor division revenue and expenditures throughout the year.
  • Facilitate banking services, direct deposit transactions, financing assistance and oversight, and investment management of operational and bond proceeds for the school districts and special districts within the County.
  • Continually refine operations and utilize available electronic services to improve efficiencies and customer service.
  • Ensure transparency and accountability through accurate and timely reconciliation and reporting.
  • Coordinate disclosure documentation, issuance and post issuance management of TRAN when issued. Integral team member of financing for fiscal years 04/05 through FY 11/12 (none issued in the past two years).
  • Coordinate County Board of Supervisors' involvement in conduit bond issuance for school bonds, review bond documents, provide county-related disclosure information, communicate necessary corrections, participate in structure of debt repayment and pricing of bonds.
  • Coordinated issuance and managed post issuance disclosures for long term debt from 2004 through 2010, provided in depth training to Finance Office personnel when responsibilities for long term debt transferred to the CFO. Financings included: 1)2003 Refunding Certificates of Participation (COP; 2)2004Workers' Compensations Financing; 3)2006 Landfill COP and 4)Veteran's Halls' Leases
  • Organize recruitments, conduct interviews and contribute to hiring decisions for Tax, Central Collections & Treasury Divisions.
  • Create and conduct performance evaluations, conduct investigations and manage disciplinary action when needed.
  • Ensure staff is cross-trained in all job duties for Treasury, Tax and Central Collections; provide opportunities for ongoing County training classes; encourage professional development and upward mobility.
  • Assist Tax Division with banking, customer service and personnel issues; staff assistance during busy Tax Seasons.
  • Participate in management overview of Central Collections organizational and operational strategies, development of new programs; achievement of revenue goals; provide support and guidance to division supervisors.
  • Serve as a resource to other departments for various projects, i.e., the Landfill Gas to Energy Project, PACE (green energy improvements), Behavioral Health Cash Flow Committee, Union Negotiations.
  • Completed all National Incident Management System (NIMS) courses as recommended by the Office of Emergency Management.
  • Contributed to Debt Management Policy, General Fund Reserve Policy, Positive Pay Policy and Procedure, and Credit Card Acceptance Procedures.
  • Interface at management level on issues and projects affecting Treasury, Tax and Central Collections Divisions.
  • Initiate and maintain website presence for Investment Reports, Unclaimed Estates, Treasury Oversight Committee meetings, etc.
  • Provide feedback on web presence of all Divisions to ensure effectiveness as a communication tool.

Prior to joining the County, I worked in bank and credit union management for 20+ years. I served the communities of Chico, Oroville and Paradise as branch manager for Washington Mutual and Great Western Banks, and in the GW regional office overseeing 18 branches. In all of these roles I provided leadership to ensure effective, successful, customer service oriented organizations. I attended Ohlone College in Fremont, CA and am a graduate of the Denver College of Financial Planning.

I believe in our community and have actively participated in local Chambers of Commerce, Rotary, and various professional and community benefit organizations. I am a charter member of the Butte College Foundation and have served on the boards of the Parks and Preserves Foundation (now Northern California Land Trust), Thermalito and Paradise Little Leagues and the Paradise Chamber of Commerce. I actively advocated for fire recovery efforts after the 2008 Lightning Complex fires and contributed to streamlined building codes and the development of the County's General Plan.

I am an active member of the California Association of County Treasurer-Tax Collectors, Government Finance Officers' Association, California Municipal Treasurers' Association, the Caribou Women and, along with my husband Pete, the Friends of the High Lakes and the Butte County Farm Bureau.
